The ballot can be almost entirely processed in almost all
circumstances without a full and complete return. If the complete
return reverses previously countedumptions, then a recount is
required. In such close circumstances a recount would have been
necessary anyway.

Antony Green has very clearly indicated his displeasure with the 2PP
national concept, its vast flaws, and its meaninglessness.
Additionally the 2PP changes depending on if you count Nationals or
Liberals in various electorates where they both run.
