I doubt that much would be needed.
Gas in warfare generally works best if mixed with explosives. With
something like the fire bombing of Tokyo, I would expect that most of the
ordnance used would be as in the OTL fire bombs and explosives however some
would be gas.
As it becomes clear to the Japanese as gas is killing rescuers and firemen
it would disrupt the home defence.
Just imagine, how efficient would firemen be in hastily home made anti gas
suits? Imagine trying to pull people out of burning houses with these
costumes? Doctors being scared to touch burnt people.
