Don't forget that the large German garrison in Norway was due to Allied
deception measures, Fortitude North, which made them think that there were
lots of troops in Scotland being readied to invade Norway. So the German
presence in Norway wasn't really needed to tie down the population or
terrain; it was there for the same reason the Panzer divisions in France
were near Calais and not Normandy.
