Germany actually had a pretty substantial
navy; it's just that most of it was in small
craft rather than "fleet" warships. There
were thousands of minelayers, minesweepers,
transports, escorts, and patrol craft.

And naval aviation is as much land-based
as carrier-based. The Kriegsmarine suffered
from not having its own maritime patrol and
recon forces. The Luftwaffe's anti-ship
capacities were not trivial, but they were
underdeveloped because sea war was not
its focus.
