Nigeria has had lots of problems with it's oil, but I think for a truly
Dystopic Timeline, I think we need to give oil to Haiti. The initial
date of finding the oil is 1965 (Papa Doc became Dictator in 1964 after
7 years as president). The location of the oil is offshore, and just
add to the fun, the location is offshore from Gonaives. This puts it
far enough north that the oil won't automatically flow through
Port-au-prince and close enough to tempt the Cubans (or at least
Washington will think they will be tempted.) The amount of oil in the
fields is about equal to what the British have in their off-sea
oilfields.
