Parallel would seem to indicate that both could be
happening simultaneously and yet in isolation of
each other.
By the 1700s and 1800s world trade and communication
were such that no corner of the earth was isolated enough,
that any industrial revolution would not be considered
a 'spin-off' of any other one, regardless of how independant
their developments might have been of those of any other
region.
