It is unlikely they would stay independent of each other very
long. Technology spreads rapidly. Look at the speed in which personal
computers (largely limited to a small elite in the US in the late
1970s) are now found even in remote areas of "underdeveloped" countries.
Even if an industrial revolution began in a place that wasn't anxious for
foreign contact, the process of industrializing would counter that
trend. And since "two heads are better than one", it would probably go
faster.
