It's a fascinating idea, but I for one have no idea how to bring it about :)

If you're looking for under-educated speculation, then maybe a situation
a bit like Italy? The Soviets get as far as OTL, but part of OTL Western
Germany has been liberated by partisans who at least appear
pro-communist to the West. The Red Army can't get there before the
Allies, but the partisans are in no mood to turn over their liberated
zone to foreign occupiers; after all, to their minds, they threw out the
NAZIs. So the Allies restore the previous regional government
beurocracy/police etc to prevent this area going commie.

Of course bringing about a sufficiently powerful partisan movement in
late-war Germany would take an impressive POD.
